Joisa Dutra is founder and Director of the Center for Studies in Regulation and Infrastructure at Fundação Getulio Vargas, Brazil, from 2010. Prior to founding CERI, Prof. Dutra was Director at the Brazilian Electricity Regulatory Agency (ANEEL) from 2005 to 2009. At CERI Prof. Dutra has focused her research work on topics such as economics of regulation for network industries, energy economics, auctions, economics of contracts, governance, risk and financing. Graduated in Economics, Professor Dutra obtained her MSc. and PhD degrees at Fundação Getulio Vargas. She is an Economics Professor at the Graduate School of Economics at the institution and also the coordinator of Finance and Business Economics Master’s program at the School of Economics.

She was a visiting Prof. at Mossavar-Rahmani Center for Business and Government at Harvard Kennedy School, Harvard University in 2010 as well as at University of Queensland, through the Australian Leadership Award Fellowship Program in 2013. With a distinct career regulation economics, Prof. Dutra is member of the Future of Electricity Council (2014-2016) and Future of Energy Council, World Economic Forum since 2016.

Sencer Ecer

The Chair and Founding Faculty Member of the Department of Economics at Istanbul Technical University

Prof. Dr. Sencer Ecer is the chair and founding faculty member of the Department of Economics at Istanbul Technical University. After his Ph.D. in Economics at the University of Texas at Austin, he worked for eight years in Washington, DC as an economic consultant and taught at Georgetown University Public Policy Institute for six years, where he supervised twenty seven master’s theses. His research focuses on optimal merger policy, quantifying moral hazard in health economics, and empirical analysis of public policies in a wide range of areas. He has extensive experience in economic consulting and expert witness services in the fields of competition, regulation, and international arbitration, particularly in the Telecommunications, Energy, and Health sectors.

Kerem Cem Sanlı

Dr. Kerem Cem SANLI completed his basic law degree at Istanbul University Faculty of Law in 1996. Upon graduation, he has enrolled at the Marmara University LL.M. Program where he focused on civil law and antitrust law. He has received his second LL.M. degree from Harvard Law School where he specialized on antitrust law and economic analysis of law. He has continued his studies at the Marmara University Private Law PhD program and graduated in 2006 with the thesis titled “economic analysis of Turkish law of torts law” . He has started his academic career at the Bilgi University Faculty of Law in 1997 as a research assistant. In 2005 he has been assigned as a lecturer, in 2007 he has become an assistant professor and lately in 2017 has been appointed as an associate professor. Has been lecturing on courses related to civil law, economic analysis of law and antitrust law at the graduate and the undergraduate programs. Since 2010, he is also the founder and the director of the Competition Law and Policy Research Center at the Bilgi University, which is considered as the leading NGO in competition law field.

Şahin Ardıyok

Şahin Ardıyok is a leading lawyer practicing mainly regulation, competition law and international trade law for 20 years. He also served 5 year at the Turkish Competition Authority as a case-handler. He holds an LLB and MBA from Ankara University and LLM from the University of Chicago. He is a member of İstanbul Bar Association.

On top of his private practice, he has lectured Economic Regulation and Law, Energy Law and Policy, Telecommunications Law, Pharmaceutical Law and Applied Competition Law in Ankara Bilkent University, Istanbul Bilgi University and Kadir Has University.

He published numerous academic articles on the fields he focused, co-authored books titled Energy Law, Competition Law for Companies and recently published a textbook book on Regulation Law.

Mr. Ardiyok is the delegate of Turkey to the ICC Competition Commission, NGA representative for Turkish Competition Authority to ICN, and member of TEHAD (Turkey Electric & Hybrid Vehicles Association)

Shourjo Chakravorty

Assistant Professor at Istanbul Technical University

Shourjo Chakravorty was born in in Kolkata, India. He received a Bachelor of Arts in economics in 2005 and a Master of Arts in economics in 2007 from Jadavpur University, Kolkata. Chakravorty completed a PhD in economics from the University of Florida in 2012. Chakravorty’s doctoral dissertation examined the negotiated-settlement practice in public utilities regulation. After finishing his doctoral studies, Chakravorty worked as a Research Coordinator at the Institute for Child Health Policy (ICHP) at the University of Florida. At ICHP, Chakravorty served as the statistics and econometric lead for the Florida Pediatric Medical Home Demonstration Project. In June 2015, he joined the Department of Economics at Istanbul Technical University as an assistant professor. His research interests include industrial organization, regulation, health, game theory and bargaining.

Necmiddin Bağdadioğlu

Necmiddin Bağdadioğlu graduated from Department of Public Finance, Hacettepe University in 1988 and received his master and doctorate degrees in economics from Leicester University in 1991 and 1996, respectively. As a Jean Monnet Scholar, he conducted researches on competition policies in network industries at the Center for Competition Policy of the University of Norwich between 2005-2006. He served as the representative of the Higher Education Council in the State Accounting Standards Board between 2012-2018. He was the director of Hacettepe University Energy Markets Application and Research Center Between 2013-2019. He has been the head of financial economics in Department of Public Finance, Hacettepe University since 2007 and the editor of Hacettepe University Journal of Economics and Administrative Sciences since 2011. His research interests include public finance economics, higher education economics, industrial organization and public policy, economies of network industries (electricity, natural gas, water, telecommunication) and productivity measurement.

David Brown

Associate Professor at the University of Alberta's Department of Economics

David Brown is an Associate Professor at the University of Alberta's Department of Economics and a research fellow at the University of Alberta's Institute for Public Economics. His research lies at the intersection of energy economics, industrial organization, and regulatory policy. In particular, his research analyzes the effects of regulatory policies on the performance of electricity markets. This includes research that measures market power execution in wholesale power markets, analyzes the impacts of mergers and market structure changes, designing regulations to motivate utilities to invest in cost-effective distributed energy resources, the design of capacity payment mechanisms, and analyzing the impacts of renewable compensation policies on renewable investment in imperfectly competitive markets. David has published in numerous peer-reviewed journals including the Canadian Journal of Economics, Journal of Regulatory Economics, The Energy Journal, Energy Policy, Energy Economics, Review of Industrial Organization, and Resource and Energy Economics.

Michael Pollitt

Professor of Business Economics and Head of the Economics and Policy at the Judge Business School, University of Cambridge

Michael Pollitt is Professor of Business Economics and Head of the Economics and Policy at the Judge Business School, University of Cambridge. He has particular interests in future regulation and future markets for electricity systems. He is an Assistant Director of the Energy Policy Research Group (EPRG) and a joint academic director of the Centre on Regulation in Europe (CERRE). Michael is a Fellow in Economics and Management at Sidney Sussex College, Cambridge. Michael was external economic advisor to Ofgem from 2007 to 2011 and has advised the World Bank, the European Commission, the New Zealand Commerce Commission, as well as companies and regulatory agencies across Europe. He has published 11 books and over 90 refereed journal articles on efficiency analysis, energy policy and business ethics. He is a founding co-editor of the International Association for Energy Economics (IAEE)’s journal: Economics of Energy and Environmental Policy and Vice President for Publications of the IAEE.

Janice A. Beecher

Director of the Institute of Public Utilities at Michigan State University

Dr. Janice Beecher was appointed as Director of the Institute of Public Utilities at Michigan State University in 2002 and now brings more than thirty years of applied research experience to the position. Her areas of interest include regulatory institutions, theory, and principles, and utility pricing, and she specializes in the water sector. She is a frequent author, lecturer, and participant in professional forums. She is Editor of the journal Utilities Policy (Elsevier) and a book series for MSU Press. She co-authored the book, Risk Principles for Public Utility Regulators (2016), and has several works in progress. Dr. Beecher is presently serving on the U.S. EPA’s Environmental Finance Advisory Board and has served as an appointed advisor to the State of Michigan on infrastructure and water policy. She previously held positions at The Ohio State and Indiana Universities and the Illinois Commerce Commission and is a faculty member of MSU’s Department of Political Science (Adjunct, Economies) in the College of Social Science), where she has taught graduate courses in public policy and regulation. She holds a B.A. in Economics, Political Science, and History from Elmhurst College and a M.A. and Ph.D. in Political Science from Northwestern University.

Pradyumna Bhagwat

Research Fellow at the Florence School of Regulation and Head of Research for the FSR-Global Initiative

Pradyumna Bhagwat is a Research Fellow at the Florence School of Regulation and Head of Research for the FSR-Global Initiative. He is an energy policy and regulation expert. His current research interests are the energy transition in emerging economies, electric mobility, capacity mechanisms, energy storage, EU TEN-E Regulations, transmission grids for offshore wind. His work is published as peer-reviewed journal articles, conference papers, reports, policy briefs and working papers. Pradyumna received his PhD in November 2016 at the Delft University of Technology (jointly with KTH-Royal Institute of Technology, Stockholm and the Universidad Pontificia Comillas, Madrid). He has a Bachelor in Engineering (Mechanical) from the University of Mumbai (2009). Subsequently, he completed the European Joint Masters in Management and Engineering of Environment and Energy (ME3) Program in 2011. Pradyumna gained industry experience at Alstom Power AB, Sweden and later at IL&FS Environmental Infrastructure & Services Ltd, India.

Jean-Michel Glachant

Jean-Michel Glachant is the Director of the Florence School of Regulation and the Holder of the Loyola de Palacio Chair. Glachant took his Ph.D. in economics at La Sorbonne in France. He worked in the industry and private sector before becoming professor at La Sorbonne.He has been advisor of DG TREN, DG COMP and DG RESEARCH at the European Commission and of the French Energy Regulatory Commission (CRE). He has been coordinator and scientific advisor of several European research projects. Jean-Michel Glachant has been editor-in-chief of EEEP: "Economics of Energy and Environmental Policy" (an IAEE journal) and he is vice-president of the International Association for Energy Economics.

Christian Jaag

Dr. Christian Jaag is a Founder and Counsel with Swiss Economics. He has worked extensively on economic consulting assignments in relation to regulation and competition economics for corporate and public-sector clients across network industries such as post, telecommunication, transport and energy. Christian Jaag is also a lecturer at the University of Zürich as well and at the Swiss Federal Institute of Technology in Lausanne. He is the author of numerous academic articles on public economics, regulatory economics and industrial organization.

Dr. Fatih Kölmek

Senior Electricity Manager

Fatih Kölmek is the Senior Electricity Manager at the Energy Security Project assisting government of Ukraine in energy market reform. He leads project activities on Ukraine’s integration to ENTSO-E, testing and certification of whole generation fleet, implementation of the reform in retail and wholesale electricity markets as well renewable energy support mechanism and tariff reform. Mr. Kölmek holds BSc and MSc degrees in Electrical & Electronics Engineering from Bilkent University and PhD degree in Economics from Hacettepe University with scholarship from the National Scientific Research Council of Turkey (TÜBİTAK).

Previously, Mr. Kölmek was the Head of Organized Electricity Markets Group at Energy Market Regulatory Authority (EMRA) of Turkey. His group oversaw the electricity balancing and settlement operations that cover day-ahead, intra-day and real-time balancing markets, renewable energy resources supporting mechanism and eligible customers’ supplier switching mechanism. He joined EMRA in 2005 and served in licensing, transmission and balancing & settlement groups of Electricity Market Department until 2010 when he was appointed as an advisor the EMRA Board towards regulation of electricity, natural gas, petroleum and LPG markets. Then, in 2016, he served as the Head of Strategy and Sector Policies Group that developed the regulatory policy paper together with the action plan of EMRA and a monitoring & reporting mechanism towards regulatory compliance with the 2015-2019 Strategy Plan of Ministry of Energy.

Mr. Kölmek has a strong experience in international regulatory cooperation. Between 2012 and 2016 He served at the Energy Regulators Regional Association (ERRA), which stretches to 4 continents and covers a population over 1,5 billion. In that period, he supported ERRA’s activities in various roles and contributed to development of ERRA’s international outreach as well as members’ regulatory capacity. Besides, between May 2015 and January 2016, he served as the Interim Coordinator of the International Confederation of Energy Regulators (ICER), which is the unique global body representing around 320 energy regulators worldwide. Also, between 2010 and 2015, he represented EMRA in the Black Sea Regulatory Initiative (BSRI) aiming to increase the utilization of region’s renewable energy sources and cross-border trade. He also developed and coordinated some of EMRA’s international cooperation including ECOWAS (Economic Cooperation of West-African States) Regional Electricity Regulatory Authority (ERERA) and national regulatory commissions of Georgia, Pakistan and Saudi Arabia. Mr. Kölmek was a member of the International Program Committee of the 6^th World Forum on Energy Regulation (WFER), global triennial event of ICER, and actively worked in the preparation of the concept paper, program frame and the speaker list of the forum. He was also a member in the G20 Working Group of EMRA under the Turkish Presidency of G20 in 2015.
